This is the way I do it.
Upload the pdf file either to where the html files are located or you may
want to create a folder on the server for downloads.
If the pdf file is located in the same location as the html files:
On the web page use something for the link, i.e., "Get the directions here."
Highlite "here" select Insert, Hyperlink and type in the file name i.e.,
Directions.pdf and OK
Save the pub file as a webpage, upload it and the pdf file and that's it.
If you decide to have a folder for downloads, put the pdf file in the folder
and when writing the link put it in i.e., folder/directions.pdf
