How do I create a large distribution list without a cap?

I created a distribution list but it says my list is too large. This doesn't
make any sense considering our company created an all staff email in outlook.
Any suggestions on how I can get this to work?

If your company uses the Exchange Server for your email then
the distribution list they created can be quite large.

Your Outlook client has a cap and is more limited than the
Exchange is.
