How do I create a menu in InfoPath program, How?

I have created some forms in the InfoPath, I want to link them with a menu to
call them from that menu, how can I design this form?

Please describe in more detail about what this menu feature is that you have in mind.

Initially, it sounds like you might be a good candidate for SharePoint.
