how do I create a one-color t-shirt transfer?

I am trying to put our school logo on a t-shirt. It has 3 colors in the
logo. I have the logo saved in a picuture file. I would like to make it one
color--dark blue. Is there a way to do that?

As JoAnn said, you will need a graphics program to do that. MS Paint
that came with your operating system can be used. You will find it in
Accessories, use the "fill with color" tool.
