how do I create a picture border with rounded corners

I can insert a picture in a text box and use the change autoshape on the
drawing toolbar to round the corners of the text box, but that leaves white
space between the border of the textbox and the picture.

I would like to have a picture with a border that has nicely rounded corners

How do I do that?

Draw your shape from Autoshapes/Basic Shapes then use Fill/Fill Effects -
Picture Tab. You can alter the outline with Line width and Line Color

My workaround is this: I used the "Autoshapes" feature, and chose the "Flowchart" group. Within that, you'll see one that says "Alternate Process" which is a rounded-edge rectangle. Align it the way you want to, and Format the Autoshape (in the "Layout" tab)to be BEHIND the text. Now, it looks like a natural, rounded-edge border.
