How do I create a project with no set start or end date?

I'm creating a project plan that currently has not specific start or end
date. We know we expect the overall project to be completed in 18 months.
Is there a way to enter a generic timeline (e.g., Launh - 6 months; Launch -
90 days; Day 1 - Day 90), etc.

Project is all about calcuating a project schedule and there is always a
time element to anyu schedule. You need to pick a reasonable tentative date
and plan the project based on the assumption that is when it will start.
Later on, as you firm up when you really want it to start, you can change
the start date to the real one by using the Adjust Date tool in the Analysis
toolbar and everything in the plan will update accordingly.

Also note that you cannot set BOTH start and finish dates for the project -
take your pick of one of them and then Project will calculate the other one
for you. Remember that MS Project isn't intended to merely document a plan
that you have conceived elsewhere - it's intended to generate the plan from
basic information about the tasks that need to be done and the resources
available to do them. You don't tell Project when you want things to be
done; it tells you when things CAN be done.
