How do I create a Project Workspace Template?

Sorry - I'm a newbie to Project Server. We'd like to setup a template so that
when new projects are created, the project website that is automatically
created has a folder structure that can't be modified by PMs or team members.
For example, I'd like it to contain document folders like "Contracts",
"Statements of Work", etc.
The end goal is that all projects have the same structure so that it's
easier for PMO and Executives to find and review Project-related
documentation.
