How do I create a READ ONLY user in Microsoft Project Server?

I do not want to purchase licenses for each and every developer on my team.
We are going to be utilizing the DELEGATE functionality. What do I need to
do to allow the developer to send in his time without having to pay for a
license?

Nothing. To do so would be a violation of the license. You must have
a PWA CAL for every member of the Enterprise Resource Pool less (1)
Generics and (2) less the number of Microsoft Office Project
Professional 2003 licenses you own.

If you want your developers to be able to see their tasks, delegate
them and report their time, they need to have a license. It's simple.
Project Server licenses are inexpensive and PWA CALS are very much so,
and are perpetual.
