How do I create a reference wheel

I am using Office 2007. I am trying to create a reference wheel that would
have six segments with text in each segment starting at the outer part of the
wheel and tapering into the middle.

The only way to rotate text other than 90 degrees right or left in Word is
to use WordArt. This project is more easily accomplished in Publisher, where
text can be free-rotated.
