How do I create a report when therre is no data?

I am new at this. I have to create a report that summarizes outages for 4
circuits. If a circuit has no outages, my query returns no records, and
nothing shows up in the report. I need to report 0 outages and 100%
availability. I do fine when all 4 circuits have outages, but don't know
what to do otherwise. Is this a query problem or a report problem?

Could you put your report as a sub-report on a main report and run the main
report? if the subreport has no data, then have a msg on the main report.
