How do I create a routing slip in Outlook?

I am responsible for routing documents for review and I need a means of
routing to the next person on a list. I do this manually now by passing a
hard copy from person to person and I need to do it electronically.

This seems to work well, however, is there an option available to route
multiple documents for approval within 1 e-mail. . . ie, Excel Worksheet,
PDF, and Word Documents?
