how do I create a second outlook today folder for a second account

My wife and I are sharing Outlook 2002. I've set up two accounts withiin
Outlook. Is it possible to create a second 'Outlook Today' folder, create a
new location for her .psf files so that our inboxes are separate?

No. Nor would you need to.
You can only deliver email to one PST file, but you can easily set up
separate folders into which you can direct messages using rules.
