How do I create a shared custom information database in Outlook?

Currently we are using MSExel to determine vendor infomation. Would like to
set up multiple fields, columns and search methods.

You could start by creating a public folder in the Public Folders hierarchy on your Exchange Server , adding new fields with the Field Chooser, and setting the view to use in-cell editing so you can add items right in the view. From there, you could expand into more views and a custom form to add more functionality.
