How do I create a signature using a marquee in Outlook?

I'm trying to create a signature in Outlook using a marquee in the signature.
How do you do this?

If I need some HTML items in an Outlook message, I usually use Word or
FrontPage to create it, then copy it into Outlook. I guess you can do
the same and copy it into the signature area.
