How do I create a template for Issues?

Using Project Server 2003, I've customized the fields and
views for Issues. I want to use that as a template for
all other projects (either existing or new).

I see in SharePoint Issues there is an action in Modify
Columns and Settings to Save As Template (to .stp), but
this is not present in Issues under Project Server.

How can I create a template in Project Server 2003?

When the project is open you choose File, Save As and in the Type change from Project to Template. The project will then be saved as a template.
