Using JPGs for a Word Template Behind Tx

I am looking to create a template in word where images are in the background
of the document, ie I am able to ab over them and insert text boxes over them
at will. I have a jpg which I created in illustrator that I would like to be
this background. I have tried using it as "behind the text" but it invariably
is shifted around with the text and becomes impossible to work with when
formatting a 40 page proposal.

I am going nuts with this, if anyone has any help or advice I would really
appreciate it as the Microsoft word Help has not been that helpful

Also, I have tried creating an image in illustrator that is 8.5x11 and using
it as a fill for background but word zooms in on one partiucular part of it.
and does not fit it to the page.

I am really loooking to create something akin to the header/footer, that is
there but does not interfere with the text. I would be much obliged for any
help!!!!!

You've [almost] answered your own question in the last para of your post -
the image needs to be placed in the Header/Footer, with Behind Text text
wrapping applied. H/F content is in no way restricetd to the "boxes" at the
top/bottom.

The print size in Illy has nothing to do with how Word sees the graphic.
You'll have to do some reworking of the image - Word is looking at the
resolution (ppi) of the image & determining how many inches wide/high based
on that.

Thank you - this takes some formatting with the page set up and what not, but
gets the basic job done....

HOWEVER - the image is now grayed out... what about the instances in which I
would like for the transparency of this image to still be 100%?

I'm afraid I don't understand the question - 100% *Transparent* would render
it invisible, so why insert it in the first place?

Using JPGs for a Word Template Behind Tx

Also,

I have been working in this format now with the image in the header footer,
however I would like for there to be 5 seperate sections (with different
backgrounds) in our proposals. Is there a way to maneuver the header footer
so that a different image is visible for the next 5 pages, and then the next
5 pages have another image, etc?

Any help would be much appreciated!!!

You can't "maneuver" the headers & footers, but you can have several
*different* headers & footers - each one as you need it to be. Have a look
at this article by MVP Suzanne Barnhill:
