How do I create a template with immovable Graphic boxes?

I need to create a template for biographies in which the picture boxes do not
move (the text boxes don't move either). There will be multiple users
changing information with this template, and we don't want them to be able to
move the postion of the picture box when they put in the picture of the
person whose biography they are writing. We don't want them to move the text
boxes they will be changing the text in either.

Is there a way to do this?

You can create a custom size template. Assume the picture and the text is 8.5 by 4
side by side, create a page setup that is this size. Create an empty picture frame
and a text box the size you designate. You can group the two objects for more
control. Save as a template.

You really can't lock items in Publisher. The above is just a suggestion. If the
pictures are different sizes you can have problems.

I use this as a workaround for not being able to lock items in Publisher.
After completing the steps you outlined, there is one more step that can be
taken. Reduce the view to a smaller size which shows the entire pasteboard
area, then draw a line on the left margin of the pasteboard from top to
bottom and do the same on the right side as well. Click Ctrl-A to highlight
everything and group the entire page. This prevents movement or resizing of
objects. If someone wants to defeat this measure, it's easy to do if they
know anything about Publisher, but it does work to insure that page layouts
stay in a fixed format as long as users don't fiddle with ungrouping the
objects or using the measurements toolbar to change settings.

That will work. Thanks for your input, I will remember this.
I am going to have to think harder about a group using the same publication.
I put your Excel chart on my web page, I didn't change the name, it is still "Junk
data."
