How Do I create a Template?

I have my own website and I sell Indian Traditional clothing. I would like to
create my own Template with clothes custom made measurements forms, with
also drop down boxes for , colour choice, design choice, Customers Name,
Address, Phone Numbers, email addy, City, County, and Country, for delivery
purchase; This template I would like to use on each of my products.

I will really appreciate some answers.

on a FrontPage or Expression newsgroup.

We use Publisher for creation of our webpages - it seems to have all the
types of templates we need except for the actual sales link. When you first
use Publisher to establish a web page format, it has an expert system
question that asks you if you want to sell products. Answering yes gets you
a nice product template with space for graphics, text and price. But how
does the transition work to tie one of those product items to an actual sale?
In our case we want to tie to our PayPal/Credit Card processing account.
Can't figure out how to do that.
