How do I create a tip for a hyperlink in Publisher

I have been trying to assign tips to my hyperlinks to be displayed when the
mouse is over them , but I cannot activae the "Text to display" section in
the Insert Hyperlink box.

You would have to hand code it, or use the insert html code fragment:

<a href="http://your url" title="your description">your link text here</a>
