How do I create "Add to Cart" in Publisher for webpage?

I am creating a web page for retail, ecommerce using Publisher. I have not
ben able to find a "Add to Cart" button or option. Can I get a bit of advice?

The easiest way to do this is to do your web page with the different
products and their pictures on it, then go to PayPal (if that is going
to be your payment gateway) and create your button there. You can insert
an HTML code fragment next to the item (I think!) which when clicked on
will do what you want.

there might be a better package out there for web design. Can you make a
suggestion?

I use WebPlus from Serif. Adding an e-commerce page is a snap - it has a
wizard to do it.
