How do I create border art using clip art

In the past I have been able to create border art by using a clip art.
Unfortunately it has been a little while since I have done this, so I'm a
little rusty. I know it was only a two or three step process and I remember
it was relatively simple to do. Can anyone help?

If you did it through the UI, you did it in Publisher, as Word doesn't have

Are you sure you aren't thinking about doing this in Publisher?
