How do I create customized OUTLOOK stationary?

I would like to create, or customize, Outlook stationary. Not merely use the
stationary already available. Specifically, I want to add a logo to my
stationary that would function just like a signature.

Version of Outlook?
For all versions: create something in Outlook and save as a template or save
as HTML into the Stationery folder.
