I am not quite sure what you are doing exactly but in general you should
know that Pub 2002 wrote some of the worst and most bloated html code of any
version of Publisher. It was really bad. You can reduce the code bloat and
file size by installing the office service packs...at least SP1. Read more:

Then also reduce the size and number of images that you use. Optimize the
images for the web before you insert them. The more images the bigger the
file size. Keep your document as simple as possible.
And finally, the best way to reduce the size is to convert the document to
PDF and attach that. A PDF file will be a fraction of the size and you will
get consistent views of the files. I know, you don't want to attach a file,
but if you want to reduce the file size this is the best way. If you don't
have a PDF converter tool, go to
www.primopdf.com and download that freebie,
and choose the on-line pdf version vs. the print version. At least try
PDF...you will be surprised at just how much smaller your file size is.
