How do I create interactive shapes?

Does anyone know how to create interactive shapes that have the yellow
control handle to adjust certain aspects of the shape? I want to make
a custom shape that is a horizontal storage tank, more or less like
this:

(____)

The end or head of the tank needs to be the ASME F&D standard size,
with a locked aspect ratio, and the rest of it should be able to be
stretched.
