How do I create multiple parent pages ?

I have a sub-page that I'd like a number of "parents" to have a link to. But
it's a page of less importance than the "parents," so I don't want it to be
the parent page. Can I, in a sense, invert the navigation so multiple pages
go down into one child?

No
Each child can only have 1 parent

You would need a separate copy of the page for each extra child you need
You could just create new pages w/ the same file name as say childnameX.htm
(where X=1 to whatever)
And then use FP Include Page to include all the content from the original childname.htm
