How do I create a profile on an existing Office 2003 installation that
preconfigures my Exchange settings for all users who login to the machine.

I have done this with the Installation Wizard for new Office installs going
forward.

You can use the Custom Maintenance Wizard and run the .cmw file from a login
script.
