How Do I Create This Doc? -Stationary & Editable Objects on Same P

I am new to Publisher. I need to create a document that will have text boxes
and pictures that are included in the document and not editable. Then I need
to have stationary editable regions (both text & pics) that are defined.
This is so that I can open the doc, insert (for example) a different phone #,
address, & a different pic each time I open, it and then print it out.

I do this in Word by creating a template and then inserting fields. When I
create a template in publisher, then go to open it, the text boxes and pics
saved to the template move on the page when I mouseover them.

I haven't made it any further than that b/c there isn't an "insert field"
option in Pub. So is there anyway to insert the stationary "address field"
if you will, or stationary "pic area".

Publisher is a far superior program, I am just not acclimated yet. I've
read the msg boards & apparently templates are not the way to go, but I need
something that will make it all work.

PLEASE HELP!

Thanks in advance!

PS-Office online is of no help. LOL.

The way I would approach something like this, if I understand you correctly
is...create my template in Publisher with empty text boxes where the info
would go, Save it, then output to PDF, then create a fillable pdf form from
that.

After you have placed the textboxes and/or graphics you want to stay in
place, try grouping them and then using Arrange, send them to the background.
You can then layer new stuff on top or just put new boxes around them (so
the things you moved to the background are not blocked). If you want
something (like print in a textbox) to go over a background item, make the
front (text) box transparent (control+t). Hope this helps
