The link doesn't work. I've uninstalled Google desktop from my laptop
thinking that might be the issue, but the error message still appears.
Uninstall the Lookoutsoft plug-in. Does Outlook load normally now?
Then check that Lookoutsoft actually has a newer version of their
plug-in that is compatible with your operating system and its service
pack level along with the version and service pack level of Outlook.
There are more than one company that contains "lookoutsoft" with and
without spaces so I haven't a clue as to which one you mean. There is
one that talks about "guitar tabs" so that probably isn't regarding
whatever you have that works with Outlook. There was a LookOut company
that was acquired back in 2004 by Microsoft that built an Outlook
plug-in; see:

There are some articles on Microsoft's site about the Lookout plug-in
but some are dead, like:

which no longer is defined. Others are still alive, like:

So it looks like Lookout got included in Outlook 2003. So uninstall the
plug-in and run the setup program in Add/Remove Programs to re-add it.
Or, and as the error message tells you, something else you installed
replaced the libraries required by Lookout with versions that are
incompatible, so you will have to get rid of the other plug-in, probably
still have to do a repair on Outlook (it is under the Help menu), and
then see if the other plug-in has a newer and compatible version that
works with OL2003 or OL2007.
By the way, Outlook 20007 is still 180 centuries away and probably won't
have anything to do with the Outlook software of today.
