How do I cut and paste in MS Office Picture Manager

I want to edit picture by cutting out a portion and replacing it with a
different piece. Also I want to ype a caption that will be part of the
picture. These options do not appear to possible in MS Office Picture Manager
(11.5510.506) 2003 version.
How do I go about it.

You are correct, MS Office Picture Manager is not an image editor, use
MS Paint instead.
