how do i cut out part of a picture to put text

I have scanned a dollar bill into my computer and want to cut out a square on
the left and the right to add text.

Check out one of my favorite programs- SnagIt!

It comes with a great trial period- full use for 1 month. It's cost is
minimal- about $30 last time I checked, and the latest version even saves to
PDF among several dozen other formats. It's editing capabilities are
fantastic! It's fun to work with and easy to learn... I'm still using version
7 (the major thing lacking is the PDF feature); they are well into version 8.
