How do I cut something out of a photo?

If it's at the edge, you can crop it out using tool on the Picture toolbar
(Crop tool) or in Word 2007 (the Picture Tools - Format ribbon - Crop tool).

If it's somewhere else and you really want to cut it out, you're going to
need something more geared to editing photos, such as Adobe Photoshop.
