How do I decompress pictures with MS picture manager?

I compressed pictures from some 500 mb down to some 30 mb and e-mailed them.
Now they are too small. Can I decompress them to their original size?

Really, you can't. I suspect they are jpg format and that is
lossy. However, programs like Photoshop Elements can increase
the dpi by interpolation but that's not very satisfactory.
