How do I define an outside worksheet in a formula?

My data is on one worksheet and I would like to place some related tables and
graphs on another worksheet, within the same workbook. I'm using the COUNTIF
formula. When I delete records, on the data worksheet, the COUNTIF formula
decrements. However, when I add a new row the COUNTIF formula does not
increment. Searching HELP I came across, "Enclose other sheet names in
single quotes ..."
I am unsure of the correct syntax, to use for the range parameter, that
would indicate that an external worksheet is being accessed.
