How do I designate Outlook Express as the default e-mail program .

HI! Please help me! I am having a terrible time with my Outlook Express.
When I go to the Programs tab on the internet explorer there is nothing
designated as the default. I don't know how to get Outlook Express in there!
I would appreciate any help at all! Thank you so much!
