Wow, where to begin. There are so many possibilities that it is
difficult to give specific recommendations based simply on the premise,
"It's broke, how do I fix it"?
In general terms, you might want to start by doing a thorough review of
the failed plan to determine what went wrong and when. Perhaps the plan
was set up very poorly and was doomed from the onset. If it started out
OK and then went sour, was anything done to make a correction?
Hindsight is a wonderful tool for doing much better on a subsequent
attempt. It sounds like you have a virtual gold mine of opportunity for
management and performers to sit down and learn from the past.
