How do I disable after I pressed shift key for 8 seconds?

I accidentally pressed the shift key for several seconds and now my key board
is locked so that I can only type a character after holding that particular
key down for 8 seconds. How do I disable this?

It is part of the Operating System's Accessibility Options. (Look in
Control Panel)
