Under Tools Menu - Email Accounts, when creating a new account, is there an
Outlook tweak that disables the ability to choose HTTP \ Internet based email
accounts?

From the 1st book in my signature:

Key: HKCU\Software\Policies\Microsoft\Office\11.0\Outlook\Options
Value name: DisableHTTP
Value type: REG_DWORD
Value data: 1 = Disable account type
0 = Allow account type

You'll find it in the group policy editor, after you import the Outlk11.adm administrative template, under Outlook's Miscellaneous settings.
