How do I disable scrolling in Excel?

I have a user that has a scrolling mouse. At times the mouse will not do
anything but scroll and the keyboard appears locked. We cannot use Alt + F
or any such commands.

The only thing she is able to do is ctrl+alt+delete and then restart.

Normally a hard slap on the wheel will solve this problem. Best is to
replace the mouse though
