How do I disable the calling feature in Outlook 2003

My desktop computer is connected to a high-speed cable internet connection
via a LAN. When I go to add a telephone number for a contact in Outlook
2003, I get a pop-up asking to set up dialing rules that apply to dialing
that contact via a modem - which this desktop does not have installed. I am
unable to add the phone number without creating these dialing rules and I am
unable to disable the pop-up.

This still does not answer my question as to why this pop-up suddenly started
appearing on this machine while it does not appear on my second similarly
configured machine also running Office 2003 Professional.

I would like to reconfigure this so it does not reoccur. I have attempted
using "Outlook Detect and Repair" as well as "Add/Remove Programs" to repair
this behaviour to no avail.

Simply fill it in. It doesn't affect anything if you don't use it.

It's not Outlook asking you this but Windows. It is the same dialog as in
Control Panel-> Phone and Modem Options
