How do I distribute shapes evenly around an ellipse?

I would like to take 12 small circles and place them on a big circle, evenly
spaced around the circumference. How do I do that?

Chris Roth created a VBA routine to distribute a shape around a circular
path, if you add eccentricity to the code, it will work for an ellipse.
(Sorry Chris, I could not help putting your name and eccenticity in the same
sentence. ;-) )
