How do I do a permanent redirect of a web page

There are many ways to do this, but more info would be helpful:
}What type of page is it- html, php, asp, aspx?
}What type of server- Windows/IIS or 'Nix/Apache?

If you have the fpse enabled you need to be careful how you do that you also
need access on the server

I was finally successful in doing a 301 redirect.
