How do I download the Safety Bar for Outlook Express?

PayPal says there is a "SafetyBar" for Outlook Express that can be
downloaded which identifies known spoof emails, however I haven't found that
download at Microsoft's site.

It's a $39.95 (single license) commercial offering from a company called
Cloudmark.

First it was SpamNet then Safety Bar. It is now known as Cloudmark Desktop
