How do I draw a messageboard template in Office?

I'm attempting to design my messageboard in MS Office and presenting it
before a group for concurrence. Is there any program which would allow me to
draw it?

Any of the programs will allow you to draw in them. Some are better than
others. Why don't you just use whatever program you plan on creating this
site with but not upload the page? At least that way you have part of the
task completed instead of spending time creating a mockup and then have to
start all over again. If you aren't sure that they won't approve the concept
at all - stick to pencil and paper. ;-)
