how do i draw on top of a jpeg file that i opened in visio withou.

I have a drawing of a building in a jpeg format that i need to mark on top of
without changing the original drawing. But, everytime I try to do anything,
it just moves the original drawing around.

right-click, choose shape, the click on send to back. You still might
encounter problems with that shape being selected and moving. If so, look in
help on creating and locking a layer. That will prevent it from being
selected.
