How do I edit HTML title and keywords?

An optimization report tells me that my title is not the first item seen and
this can cause adverse ranking on search engines. How do I move it, edit it,
or do something with it, please?

You can edit the title and keywords. Go to Tools > Web Page Options, and
type in what you want under page title, description and keywords. Then to
check the results do a Web page preview, View > Source.

Thanks, but this does not help. I still cannot edit the HTML code I can see
where it is and what it is but I still cannot move my title to the top.

Publisher is not a HTML code editor. Either change the title under Web Page
Options to match the title text box on your Publisher document, or change
the text box to match the title. If that doesn't do what you want, then you
will probably want to switch to FrontPage or some other web design tool or
HTML editor. Perhaps this article will help explain: "Using Publisher for
