How do I edit the descriptions of the follow up flags in Outlook 2003

Repro Steps

1. Open Outlook 2003
2. Right click on any email message.
3. Select “Follow up†from the right-click menu.
4. A list of flags will appear, including “Red Flagâ€, “Blue Flagâ€, “Yellow Flagâ€, etc.
5. How do I edit the text descriptions for the follow up flags in Outlook 2003?
6. I am unable to find a way to change these values within the user interface.
7. If this feature does not exist, where could I edit the values within the registry or elsewhere?
