How do I edit themes for email stationary in Office 2007 w/out fr

Need to know what program to use in order to edit themes for stationary used
in Outlook for my e-mails. i want to set up the signature page with
embedded HTML in a page so that I can send a customized e-mail. Since
Office 2007 does not allow HTML format, I want to edit the theme so that it
comes up automatically when I choose the stationary. Office 2007 does not
have Frontpage and that is what the help page advised to use.......

Could you provide a bit of clarification please?

Which specific themes are you trying to edit? The Office 2007 'themes' are not the same animals as the 'Themes' in prior versions.
Prior versions used FrontPage/FrontPageExpress or the email editor themselves to create, edit and save stationery.

I'm not clear on if you're trying to edit Outlook stationery or something else.

Outlook 2007's email editor, while built on Word, isn't using Winword.exe as the editor, but both Outlook and Word can save files as
