How do I elevate privileges for users to run an Excel 2000 file?

We have timesheets that run in Excel 2000. It uses macros and VB.
Users can't run the program without being an administrator on the local
computer.
Which is a really bad idea. How can I elevate the privileges for everyone
to just this one file (that uses Excel 2000) and not having to give them
administrator privileges?
