How do I email pictures to a verizon wireless phone?

I would like to send a picture to a verizon wireless user (I understand that
it is possible with Microsoft Outlook according to vx2.com). When I try
with just the phone number dashes or not, it doesn't recognize it. Any info
is appreciated.
