How do I Enable Dictionary in Publisher 2003

I have lost functionality of the dictionary. Reloading the Office software
does not restore it. I do not have a file called 'Publisher Setup' or if I
do, I cannot locate it. Spell check identifies mispelled words, but if the
word is new to it, it will not allow me to add that word. This notice comes
up if I try to insert a picture of run spell check. 'Publisher cannot load
speller or dictionary.'

I have run detect and repair and also run the app in the Control Panel Add or
Remove Programs which is supposed to allow changes in installed programs.
Ofter selecting 'Change\ run all from my computer' and running the app I
still did not correct the problem. I am using Microsoft Office
Professional-2003. As far as I can remember, this condition occurred after
several crashes that has resulted in my running System Restore on more than
one occassion. Spell Check works properly in Word.

By the way, my original post was supposed to say - '...spell or hyphenation
dictionary.'
